A briefing cum-training for different cells of the Election Expenditure Monitoring (EEM) was held at the DC’s conference hall, Kohima in connection with the forthcoming State Assembly Election 2018.
While speaking at the training programme, Deputy Commissioner (DC) and District Election Officer (DEO) Kohima, Rajesh Soundararajan asserted that the Election Expenditure Monitoring (EEM) was one of the most important aspects once the elections have been announced. Also speaking to every personnel in various committees of the EEM, he asked them to be acquainted with all the relevant guidelines laid down by the Election Commission of India.
In order for the successful conduct of elections, the DC also urged the personnels to work in coordination wherever they have been assigned as well as to keep in touch with their concerned nodal officers so as to provide their best service for the smooth management of elections.
Also speaking at the programme Assistant Commissioner, Kohima Shashank Pratap Singh stressed on the structure and functions of various committees under the EEM. Also emphasizing on the major legal provisions related to the EEM issues, he said that cash carrying was not illegal under any law unless if the cash was undisclosed, which would lead to seizure by the Income Tax department.
He also added on the various topics such as the provision of the Indian Penal Code, 1860, use of money power, legal provision, modes of transport of cash, meeting with political parties, star campaigners, Static Surveillance Teams (SST’s), monitoring of campaigns through media, legal or illegal election expenses, opening of separate bank account of the candidate etc.
Earlier this EEM training was also held in Mon at the DC’s conference hall, which was attended by the various appointed teams for the upcoming general elections such as the static check post team, Accountant team, Assistant Expenditure Observer, Video surveillance team, video viewing team, nodal officer for Election Expenditure Monitoring, control room and call centre and media certification and monitoring cell etc.
